Senator Michael Rubio (D-Bakersfield), who has been a lead in the CEQA reform effort, announced his resignation yesterday. 

After a long day of having its thunder stolen by Sen. Rubio’s resignation, a CEQA reform measure was introduced late this afternoon by Senate President pro Tem Darrell Steinberg.

The bill, now called SB 731, includes only intent language and still lacks many specifics.
